No Moves Found During Pick Cart Task

Information in this document applies to any platform.
When attempting to execute the task the following error occurs.
"No Moves Found."
The issue can be reproduced at will with the following steps:
1. Launch RF session
2. Select the Execute Task Transaction
3. Scan the Task
4. Select the OBLPN
