On : 11.12.1.0.0 version, Global Human Resources

Attribute ActionId in ActionOccurrencesEO is required error occurs in Manage Department



When correctin the existing department, the following error occurs:

The issue can be reproduced at will with the following steps:
1. Update department from Manage Department UI
