Goal

 
When hiring an employee, records are processed as expected. When adding an assignment to that same employee, the new assignment is created successfully as primary. However, the previous assignment which only has the primary flag removed, has an action code of "Add Assignment" This should be "data change" or not adding an assignment to the previous record.
