Oracle Fusion HCM REST API '500 Internal Server Error' when attempting to create new contingent workers

When attempting to add a contingent worker via Oracle Fusion HCM REST APIS, the following error occurs when submitting a payload that references the same last name of a worker already submitted, and the first initial of the first name, but different first name altogether, payload returns
" 500 Internal server Error"
The issue can be reproduced at will with the following steps:
1. Load Contingent Worker details with unique combination of last name and first letter of first name successfully; that is, this combination of last name and first letter of first name does not yet exist on Fusion
2. Load Contingent Worker details with existing combination of last name and first letter of first name, payload encounters "500 Internal Server Error"
Similar payload was successful on R12, but error encountered in R13
