Lead Import Completed With Status 'Completed with Errors' (Doc ID 2414603.1)

Symptoms

When importing the following lead, the import job 'Completed with Errors' status and there are errors generated in the logs.

Lead_Name,Lead_Number,Lead_Application
My Test Lead,137208,28


The issue can be reproduced at will with the following steps:
1. Navigate to Mange File Import Activities
2. Create an import job for the lead object
3. Activate the import job
