Fetch Data Regarding Element Entry Object Changes

Information in this document applies to any platform.
The customer has the requirement to create a BIP report to show changes in Payroll Element Entries for period.
But there is no data in HRC_EVT_OBJ_CHANGES and HRC_EVT_OBJ_CHANGE_COMPONENTS tables for ElementEntryDEO and ElementEntryValueDEO objects.
The user did few changes (create new element entry, update existing entry) but any change was not captured in those tables.
Please explain why application does not track changes for those objects and what should be done to make it work.
For example in another environments application track changes for ElementEntryDEO and ElementEntryValueDEO objects as expected.
