Why are Credit Profiles Not Working at Customer Account Site Level?

Goal

Why are the credit profiles defined at customer account site level not recognized and used by credit management?

Navigation: Manage Customer > Account > Account Site
tab: Profile History
tab: Credit Limits and Late Charges
define Order Credit Limit

System does not use the credit limit setups set at customer account site under Profile History tab. Why is this setup not used by credit check and credit management?
