Quick pay errors for employees after adding time cards

An external function call error occurred for formula CALL_CALC_VALUE at line 74
no data found occurred in table pay_rate_definitions_f at location 507

The issue can be reproduced at will with the following steps:
1: Login as an employee.
2: Create Timesheet.
3: Submit the Timesheet for Approval.
4: Manager Approve the Time sheet.
5: Run the batch process ‘Load Time card Batches’.
6: Check the Calc Card.
7: Run Quick Pay.
8. Quick pay errors out
