Goal

Why in Edit Award page there is no Submit button?

When the user is modifying the existing award with additional funding he is unable to submit the award for an approval because the "Submit" button is not appearing on the edit page.
In the past, the Submit button was appearing in Edit Award page for the same user and his roles were not changed in the meantime.
