Symptoms
Initialize step fails in Data Management for "Oracle Financials Cloud" as a Source System.
Error shown in the process log as:

java.lang.Exception: Unable to find txt data file for essRequestId
The issue can be reproduced at will with the following steps:
Setup > Source System > "Click on the source where Type = Oracle Financials Cloud" > "Click on Initialize button"
NOTE : This was working fine earlier.
