Application Sessions Not Expiring (Doc ID 2417427.1)

Symptoms

ISSUE#1: Active Sessions on IDCS and Service Portal . When logout is attempted in Service Portal it initiates a local log out only due to SLO not being supported. Logging out from IDCS with an active session on the Service Portal through IDP initated SSO then "Logout was only partially successful. Please close the browser window." error is received on IDCS window, hit refresh on Portal and still authenticated.
ISSUE#2: The session expiry setting from IDCS (as the IDP) will not reflect on the integrated app. Hence, when IDCS session expires and logs out, the integrated app remains logged in.

STEPS

ISSUE#1
The issue can be reproduced at will with the following steps:
1. Log into IDCS > My Apps
2. Launch Service Portal
3. End IDCS session. "Logout was only partially successful. Please close the browser window." error is received on IDCS window, hit refresh on Portal and still authenticated.

ISSUE#2
The issue can be reproduced at will with the following steps:
1. Log into IDCS. Set up the session expiry time to 3 minutes
2. Launch Fusion App from IDCS
3. After 3 minutes, IDCS session expires and logs out, but FA remains logged in even after that
