ORA-28365 Seen on Standard Edition, After Cloning Enterprise Edition Database With TDE "Removed" or "Disabled" (Which Is Not Possible) (Doc ID 2417639.1)

Symptoms

A STANDARD EDITION database intermittently produces "ORA-28365: wallet is not open" errors.

Note:  Transparent Data Encryption (TDE) is not available on STANDARD EDITION, as TDE is part of the Advanced Security Option.

Changes

The STANDARD EDITION database was cloned from an ENTERPRISE EDITION database, and the ENTERPRISE EDITION database had TDE "removed" by decrypting user tablespaces and deleting/moving the TDE wallet.  Such actions do NOT remove TDE.
