Consolidation Rules Not Working For A User With "User" Access (Doc ID 2417733.1)

Customer has created a user and that user is able to run all the rules like translation etc.
But the consolidate and force consolidate is not running
and it is throwing an error message "A method called by the script failed on line: 8, with error: You are not authorized to perform this operation.".
