Order Submission fails When Order Approval Rules are Enabled

Symptoms


When attempting to submit an Order created without Manual Adjustments,
the following error occurs.

ERROR

Order management changed the status of sales order xxxxxx from Approval Pending to Draft because an exception occurred during approval.
(FOM-nnnnnn) Details: Resubmit the sales order for approval.

Order Approval Rules are setup to Auto Approve when there are no manual adjustments and route to an individual when there is an price adjustment.

Approval Rule works fine when the Order is created with manual adjustments , but fails when there is no adjustment.

Essentially Order Submission fails when Order Approval Rules are enabled.

STEPS

The issue can be reproduced at will with the following steps:
1. Created an Order Approval Rule to assign to an individual for approval when a manual adjustment exists , and when not existing , the Order should be auto approved
2. Set the Order Management Parameter - Start Approval Process for Sales Orders to Yes
3. Set up the Price List used on the Order to enable Price Override
4. Created an Order with manual adjustment and the approval rule is triggered and routed to the desired individual for approval
5. Order without Manual Adjustments fails with
