R13REG Cannot Download CX Mobile Configuration After Upgrade (Doc ID 2420137.1)

After the R13 upgrade this morning, the customer's CX Mobile app will not download configuration or customization to the device. No error is displayed, but the downloading configuration dialog finishes in < 2 seconds versus 30 seconds or more prior to upgrade.

The customer has made minor changes to the mobile settings several times, and have created a sandbox post upgrade and joined the sandbox on the mobile device - these actions have made no difference.
