Merge Problem for [Value to Save]

Symptoms

when merging Accounts, for some fields, there are four options in the drop-down list of [Value to Save]. The first option is the value from the primary record, the second option is the value from the duplicate record and the third option is a blank value. However, the fourth option is also a blank value. If click the fourth option, the value of [Primary Account] will be populated. Is this a bug or by design? Why are there four options?
