HTS Assessments Not Displayed in Decimal Places For Import Order Currency (Doc ID 2420821.1)

HTS Assessments are getting rounded and not being displayed in decimal places.

The Order and Primary Currency do show all the necessary decimals. Only when import order currency values are viewed, the issue is noted.

Steps To Reproduce:

1. From the task menu select Order -> Manage order.
2. Enter in a PO with assessments.
3. Click on the order details button.
4. Click on Action -> HTS
5. Scroll down the Assessments container.

Note: The Rate and Value UOP are all rounded with no decimals.
