Symptoms
On : 11.13.18.02.0 version, Control Project
When attempting to upload project budget using Import Budget program
the following error occurs.
ERROR

"The planning level for the financial plan type on this plan version is Project, however a resource for lowest level task exists"
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run Import Budget
2. Output displays the error
