Symptoms

In test pod, After July 8, 2018, Users cannot sign in to the PBCS.

When logging in to the test pod, "Failed to synchronize with user provisioning." or "This service instance does not allow the user. (This is translated from Japanese message. This may not be exact.)" is displayed.

Some cases, all users can't sign in their test pod.
