Users Cannot Sign In to the PBCS Pod

Information in this document applies to any platform.
After July 8, 2018 in test pod, and after July 22, 2018 in production pod, users cannot sign-in to the PBCS.
When logging in to the test pod, "Failed to synchronize with user provisioning." or "This service instance does not allow the user. (This is translated from Japanese message. This may not be exact.)" is displayed.
Some cases, all users can't sign in their pod.
