PJB: Unable to Generate Revenue Using the Generate Revenue Process for 'As Billed' Revenue Events. (Doc ID 2421829.1)

Symptoms

Unable to Generate Revenue using Generate Revenue Process for As Billed Events. They enter events, invoice the events, but revenue does not generate using the Generate Revenue process. There are no errors, etc, it just doesn't seem to find the revenue items (2018-06-01 19:44:15.894052: : No. of Eligible Contracts line : 0)  If however, they use the Generate Revenue button on the Manage Events page, the revenue generates fine.

The invoice is in accepted status, they have back dated the process before the event completion date and still the revenue is not generated. This worked fine in their previous POD.
