Basic Pay Not Picked Up In The Payroll Run (Doc ID 2421841.1)

Symptoms

On : 11.13.18.02.0 version, Global Payroll

ACTUAL BEHAVIOR
---------------
Basic Pay not getting picked up in the payroll run

ITERATION 1:
1) Create an employee
2) While creating the employee, Establish the Payroll relationship --> Define the salary basis ( define annual salary, the element associated is basic Salary ) .
3) Delete the payroll relationship ( defined in step 2)
4) re-create the payroll relationship ( same as defined in step 2 )
When i ran the Quick Pay, the basic salary is not getting calculated even though the element ( Basic Salary associated with salary basis exists in element entries.
ITERATION 2
However, I have created another employee with identical details as above
2) While creating the employee , Establish the Payroll relationship --> Define the salary basis ( define annual salary, the element associated is basic Salary ) .
3) When I ran the Quick Pay, the basic salary is getting calculated.


EXPECTED BEHAVIOR

Existing element entry for Basic salary to be processed in payroll

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) Create an employee
2) While creating the employee, Establish the Payroll relationship --> Define the salary basis ( define annual salary, the element associated is basic Salary ) .
3) Delete the payroll relationship ( defined in step 2)
4) re-create the payroll relationship ( same as defined in step 2 )
