Adding A User (Other Than Logged In User) To An OBS Does Not Sync To The Database When Using P6 Professional With Client Side Cache Enabled

Information in this document applies to any platform.
When using the P6 Professional Client with Client Side Cache enabled and adding a user (other than the logged in user) to an OBS level, the user / users disappear from the OBS listing once the client has been closed and reopened. Additionally, the assignment is not visible if looking at the OBS within P6 (web).
Any existing users assigned to an OBS should should sync to the P6 EPPM database when the assignment is made through P6 Professional with client side cache enabled.
The issue can be reproduced at will with the following steps:
- Open P6 Professional Client with Client Side Cache enabled
- Click Enterprise, OBS...
- In OBS window:
- Click Users tab
- Add a user (other than the logged in user) to an OBS level
- Click Close to close the window
- Log out of P6 Professional and then log in again.
- Observe that the added OBS assignment is not visible
