RPAS: After Password Reset Users Cannot Login, Message Shows "User does not exist or user is locked" (Doc ID 2422424.1)

Symptoms

In the Oracle Retail Predictive Application Server (RPAS) applications, after the user experiences a password reset activity (for example, this could be a system email informing them to change the password or they may have entered the incorrect password enough times that they then require a password reset) gets a new password, the following message is received when they attempt to login with the new password: "User does not exist or user is locked".
