Oracle Fusion Goal Management - Goal Scheduled Processes Only Mass Assign Goals or Assign Goal Plans When Run Manually (Doc ID 2422502.1)

Customer have goal scheduled processes running nightly and none of the goal plan assignments or goal mass assignments are working with the nightly process. It is only when run them manually that users get assigned goals/ goal plans.

These batch jobs were working fine but for some reason goal plan assignments or goal mass assignments are not working working with the nightly process. It works only when run them manually that users get assigned goals/
goal plans. Tried creating new scheduled jobs but no luck.

Interesting thing is process is running successfully but not really assigning goal plan or goal mass assignments. Also do not see effective date mentioned in the log but "Argument 12" seems to be showing an effective date
