Symptoms
User Login ID and Person Numbers are not matched.
A user has two User Login IDs in TEST/PROD region.
ERROR

You can associate an existing user name only if it is not already associated to another person or party, and the status is Active.
STEPS
-----------------------
The issue can be reproduced with the following steps:
A12345: Person Number B12345 is linked under Associated Worker Information.
B12345: No Person Number is linked.
In an attempt to fix this mismatch, the user has inactivated A12345 and locked the account in Security Console. Then, navigated to Person Management > Manager User Account > Edit User Account > Searched for B12345.
When user attempted to assign B12345 to that person, the error occurs.
