Activity Code or UDF Containing Non-English Characters (Example: Russian) Causes Errors When Logging in or Opening Projects in P6 Professional, When Using Cloud Connect

When attempting to log in P6 Professional via Cloud Connect, the following error occurs:
When Activity Codes contain non-English characters, the P6 Pro login, via Cloud Connect, fails with error:
"No mapping for the Unicode character exists in the target multi-byte code page"
When UDF's contain non-English characters, the P6 Pro login, via Cloud Connect fails with error:
"TCVirtualTable.OptFieldIndexOf:VTable is not loaded PROJECT"
When opening a project with non-English UDF references, the P6 Pro login, via Cloud Connect, fails with error:
"TCVirtualTable.OptFieldIndexOf:VTable is not loaded PROJECT, Exception=(TCCustomVirtualRow.getJoinedColltems: UDFVALUE row has blank fk_id)......"
The issue can be reproduced at will with the following steps:
1. Log in P6 Professional through Pro Cloud Connect.
2. Observe when Activity Codes or UDF's contain non-English characters, the login will fail with above errors.
The issue has the following business impact:
Due to this issue, users cannot log in P6 Professional via Pro Cloud Connect.
