Symptoms

When using the RIQ, Non-R11 rates (not checked 'from/for beyond' check boxes) are being applied to R11 itineraries. Some rates are intended to be Rule 11, such as the second leg of the aforementioned results. However, the first leg is intended to be a THRU rate only, not combinable with other rates in a R11 fashion and should not be considered for combination with R11 legs.
