Items Do Not Get Added to Shopping Cart with Message: There Are No Items in Your Shopping Cart (Doc ID 2424060.1)

Symptoms

Cannot add items to the shopping cart when creating a requisition in Self Service Procurement, if the supplier field was added to the page by customization.  With this customization, after adding an item to cart, then clicking the cart to review it,  get message: 'there are no items in your shopping cart'.
 
STEPS TO REPRODUCE
------------------------
The issue can be reproduced at will with the following steps:
1. Add requisition line
2. Click add to cart button
3. Cart shows 0 items
