Not Able To Get Overhead Costing And Accounting Entries created from Overhead Rules after Release 13 Upgrade (Doc ID 2424721.1)

Overhead accounting rules have stopped working for After June work order completions with no setup changes.
Item costing method is actual
provisional completions also use last actual cost for the item

Expect the OH rules to apply as long as the end date is not specified

The issue can be reproduced at will with the following steps:
1. Create Overhead Accounting rule
2. pick the cost org, cost book, cost element and transaction type as "Work in Process Product Completions"
and basis as lot, their cost structure is at lot level
3. include in inventory is choosen
4. start date is 4th April 2018
5. see wip completions that have had this over head applied in May
6. after june, see no wip completion has the OH rule applied.


Due to this issue, users cannot apply overheads to work orders.
