REL13UPG: Lead Creation Takes A Long Time (Doc ID 2424831.1)

After the R13 upgrade creating leads in the UI takes several minutes and ends in error.
All users are getting this error

JBO-29000: Unexpected exception caught:, msg=javax.xml.soap.SOAPException: javax.xml.soap.SOAPException: Message send failed: Connection timed out (Connection timed out)

The issue can be reproduced at will with the following steps:
1. Go to Leads
2. Select Create a Lead
3. Enter all the required information
4.Getting error
