Symptoms
When attempting to provision a user in the Cloud Admin tool, the following error occurs.

Assigning Application Access failed for user <USER NAME>
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run the Cloud Administration tool
2. Under User Administration select a user
3. Select Manage Application Access
4. Add Primavera P6 Stage to the Application Access
5. Error occurs
