R13: Timeout Error Message - Configure Compensation Statement Task

During R13 testing both the client and I have both encountered issues when attempting to launch the Configure Compensation Statement Task.

A connection to the server has failed. (status=502)

The issue can be reproduced at will with the following steps:
1. Open Firefox or Chrome browser
2. Navigate to Compensation > Manage Plans
3. Select plan
4. Click on Configure Compensation Change Statement task
5. System spins and throws error.
