While navigating to an Item outside of a change, the following tabs are shown:
1. Overview
2. Specification
3. Item People
4. Structures
5. Attachments
6. Associations
7. Relationships
8. Categories

When going to an item from a CO before CO completion the following tabs are shown:
1. Overview
2. Specification
4. Structures
6. Associations

When going to an item from a CO after CO completion the following tabs are shown:
1. Overview
2. Specification
3. Item People
4. Structures
5. Attachments
6. Associations
7. Relationships
8. Categories
