HR user can't edit Talent Profile Content through Person Management or Directory

Human Resource User cannot edit Skills and Qualification, Talent Profile Content for the searched employee
when the user navigate to Manage Talent Profile Person Management vira or to Person Spotlight via Directory

All HR users have this error

For Human Resource User to be able edit Skills and Qualification, Talent Profile Content for the searched employee
when the user navigate to Manage Talent Profile Person Management or to Person Spotlight via Directory

STEPS

The issue can be reproduced at will with the following steps:
Steps to reproduce:

0. Setup Profile Content Access Viewable/Editable for Human Resource User
1. Log in Fusion with Human Resource User
2. Navigate to Manage Talent Profile UI pages by searching employees in Person Management UI Pages or Person Spotlight UI pages by searching employees in Directory UI pages and click Skills and Qualification Task.
3. Cannot select Profile Content from drop down lists.
