Error:SocketTimeoutException: Read timed out-Connectivity Issue Between OCC And OIC

Information in this document applies to any platform.
Place an Order From Oracle commerce Cloud(OCC) side but the order is not reflected as a message in ICS(Integrated cloud services). This is Intermittent and not the same case with every order.some of the orders are reflecting as a message in ICS UI
Each Every order should reflect as a message in ICS UI. This is configured by a webhook which was configured in OCC end.
The issue can be reproduced at will with the following steps:
1)Enter into Storefront URL and Place an Order
2)Click Login into ICS UI and Check for Success and Errors(1 or 0 will appear ) headings under OMS Integration link
3)Place an Order again in OCC and check the ICS UI. Repeat 1 and 2 to see the issue.(some orders will not reflect in ICS UI)
There could be a change in proxy/routing in Network issue.However, This could be one time off issue.
