HCM Extract Goes Into Error When Nationality DBI Of PER_EXT_PAY_EMPLOYEES_UE UE Is Added (Doc ID 2426050.1)

Symptoms

When Nationality DBI is added to the Extract, it fails with  following error

ERROR
A system error occurred during processing. Your help desk was notified.
Name HR_6881_HRPROC_ORA_ERR
Token1 ReportUtil.CallReportProc
Token2 ORA-20001: Formula EXT_PERSON_DATA300000015683489_300000015683489, line 137, no data returned. Details: Item HWP_PER_NATIONALITY returned no data. This error most commonly occurs when a database item query returns no data, but the database item is configured not to allow no return data. It can also occur within a formula function call.
