Why Can't end date Dental plan ?

Trying to end date a dental plan that the organization no longer offers in the preparation for open enrollment.

The system allows user to inactivate the plan but when they try to end date the offering, the message they receive is that "You cannot delete a parent record when child records exist." (BEN-990391)
