Changes

Dba_sql_plan_baselines in 12.2 has multiple distinct values returned for column origin. However in 12.2 under origin column, there is a new value of MANUAL-LOAD-FROM-CURSOR-CACHE if the PHV produced and is present in MEMORY and want to create baseline for that plan. This  leads to coe_load_sql_baseline.sql to fail with "no data found" error because the script only consider MANUAL-LOAD.
