EPBCS/PBCS: Data is Deleted, when an Application is Restored with LCM and Clear Member Option (Doc ID 2426686.1)

Symptoms

Imported metadata and used the clear member feature, then refreshed the application. After, that refreshed the application, it wiped out 100% of level 0 Workforce data and 60% of level 0 Financial data in the application.

All the metadata was still in the application on the front-end, so not sure how the data on the back-end got wiped clean.

Is the import metadata with "clear member"  and a "refresh" supposed to wipe out data even though all metadata still existed?  Why did this happen?
