After R13 today and outlook sync is giving certificate error.

Connection Error
Message: The security certificate is invalid or not installed. Please install valid security certificate.

The issue can be reproduced at will with the following steps:
1. When trying to access OSC for Outlook;
2. Certificate error pop up.

The issue has the following business impact:
Due to this issue, users cannot access OSC for Outlook.
