Symptoms

When you use Identity Cloud Service (IDCS) as IdP (Identity Provider) for SSO (Single Sign-On): 
The users are able to login to My Services through the SSO login page. However, when trying to add new users in IDCS, or if an existing user logs in to My Services using SSO for the first time, the following error is displayed:
