Address verification triggering UI validation on account and contact addresses

Recently upgraded our Sales Cloud test environment to R13 last week. After upgrading it was noticed a difference in behavior regarding addresses and address verification.

In the Production environment that is on R12, you can enter a partial address, and click 'Verify Address' to fill in the remaining empty address elements.

In R13, when you click 'Verify Address', it throws a validation error if the other required address elements are not already filled in.
