Inactive Employees in the Delegation List Of Values

When line managers are trying to create a delegation rule, the inactive records are visible in the list of values. If the person is an Employee / Line Manager the LOV is showing inactive and active employees. There does not seem to be something still outstanding about the inactive employee( for example outstanding credit card expenses).
This list should be restricted to the Active Employees only.
