Cannot Access "Manage Service Categories For Business Unit"

I was trying to edit the categories for a business unit and I got an error several times:
"Unable to retrieve content. Additional information for "Remote Region error #5":
An error occurred while invoking task Manage Service Categories for Business Unit. Review the FunctionalSetupServer logs for more details on this error. Contact your help desk.."
