Need to understand the functionality concerning calculated putaway types.

Is functionality supported to determine putaway type based on PO Type or IB Shipment?
We are aware of the putaway type that may assigned at the item level on an IB Shipment.
However, there is an interest in calculating a single putaway type for all items on a purchase order or inbound shipment.
This requirement stems from the need to route customer returned items to specific locations in the warehouse.
This would override an item's putaway type as it has been returned and needs to be directed to a returns area.
Is there a way that one can route items using a configuration other than putaway types?
