TCC: Extend-Offer Import Reports Success, But Offer Is Not Extended (Fixed 17.6.2) (Doc ID 2429188.1)

Symptoms

A TCC Offer import using the extend-offer operation for verbal offers shows success in the results file and response xml (TCC console).   However in the zone the offer is not actually extended.

Expected
- The offer in the zone should be extended and the status should be moved to Offer-Extended from the previous Offer-Approved status.
- Both the history events and the status of the Offer on the Offer tab should reflect that the Offer has been extended.

Workaround is:  Manually extend offers.

Changes

The exact version in 17 that introduced the problem is not determined.  However it is fixed in Express Pack 17.6.2
