Unable to Change Default Facility For User (Doc ID 2429228.1)

Goal

It doesn't seem possible to change a user's Facility from the User Parameter page. (Facility is greyed-out which does not allow editing.)

Is there another method to change user's default Facility? Our business is such that there exists a requirement to be able to change the Facility often.
