NIR Cannot Be Progressed from Definition Step to Approval Step

Symptoms
When attempting to submit NIR for approval after completing the NIR Definition Workflow, the following error occurs:
"The definitions for one or more entities required for this step are not complete."
*Note: In this case the Definition step was showing completed ("green check mark" was present in the task status column of the workflow details, and user had selected the "Done" button for the notification)
The issue can be reproduced with the following steps:
1. Navigate to Product Information Management
2. Open right task panel drawer and select the task: Manage New Item Request
3. Search for NIR with completed Definition steps
4. Note that no action to move NIR to approval status exists
