Report Visibility Error When User Roles Have non-English Characters (Doc ID 2429642.1)

Infolets created in the dashboard, visibility for the report seems to be language related.

As an admin customer has created the infolet report with english interface due to all the instructions only in English.
Everything works fine, if sales manager user is using English also as an login language, but if sales manager is using Finnish as a login language the new report are not visible at all.

This user has a role that containing Finnish characters and this was causing the issue,
