Pending Worker Not Converted after Release 13 Upgrade (Doc ID 2430114.1)

Symptoms

On : 11.13.18.02.0 version, Global Human Resources

ACTUAL BEHAVIOR
------------------------------
Imported a worker from Taleo to HCM and the candidate has been processed as a pending worker. Now, the user goes to New Person and clicks on convert by highlighting the Pending Person.
The HR receives a notification stating that the Employee was hired but when the customer navigates to Person Management and searches for the candidate, it still shows as a Pending worker.

The user navigates to New Person and clicks on Quick convert and encounters an error - "There should be at least one primary work relationship for a person. (PER-1531644)"

EXPECTED BEHAVIOR

Expected to successfully be able to convert the pending worker to employee without any error.

STEPS
------------
The issue can be reproduced at will with the following steps:
1. Log into Fusion Applications.
2. Navigate to New Person
3. Click on Actions > Quick Convert for the pending worker
4. An error pops up - "There should be at least one primary work relationship for a person. (PER-1531644)"
